Yes, it is legal. Playblink is almost at his first birthday, and steamgifts was there before playblink. They even receive gifts from steam ! And for your link Khaze, it's more like about websites where you buy CD Keys like G2Play.

Steamgifts are pretty well known, i occasionally "bid" on some game there, for like 3 years. Only thing you have to worry is that you can win a game, that you won't get, because it was a fake giveaway. But no harm done except little disappointment.
Don't know about the second site though.
